Updated! Carriers predict that we will see the release of iOS 12.1 on Tuesday 30th October.
This is according to several US and European carriers, one including Bharti Airtel India, who, in a tweet, stated that "ESim functionality for iPhone XS Max will be available effective 30-Oct when Apple releases iOS 12.1".

Another hint is the fact that Apple just recently updated the iOS 12 user guide with information about new features that come with iOS 12.1.
Finally, 9to5Mac also believe that many Apple Stores now have special QR code sheets that the user has to scan to fill in necessary information on their iPhone XS, XS Max or XR, for the eSIM capability.
iOS 12.1 brings back Group FaceTime, which is now more stable than previously, and also 70+ brand new Unicode 11 emojis. These now include ginger-haired people, new emotion faces and different types of food, animal and objects. For the iPhone XS, XS Max and XR, eSIM support comes with this update as well - for multiple SIMs.
It's expected that, if released on Tuesday 30th October, it will be a few hours after the event has finished. We may also see one more Developer beta on Monday.
